Tradition holds that Shiva, as Kala Bhairava, cut off one of Brahma's heads and wandered until the sin left him at Kashi, where he stayed as the city's guardian, its Kotwal. Pilgrims visit him to ask leave before and after a stay in Kashi, and to seek protection on their journeys.
